We do not make tax laws—Malawi Revenue Authority

Malawi Revenue Authority (MRA) Commissioner General John Biziwick has bemoaned continued public ‘attacks’ on the tax collection body over changes in tax policies.

Biziwick said this last week on the sidelines of media training on new tax measures and MRA initiatives in Blantyre.

This follows a recent demonstration by vendors of second-hand clothes who marched to MRA offices in Lilongwe protesting a raise of duty on second-hand clothes to $2.5 per kilogramme (kg).

Biziwick said MRA is a law enforcement agent.

“We are only advisers to the Minister of Finance on tax laws. So, these laws are taken to Parliament by the Minister and Parliament approves these laws. Once Parliament has approved the laws, we as an agency are asked to ensure that those tax laws are enforced,” Biziwick said.

DOSSI—People do not know our roles

Media and Communications Committee of Parliament Chairperson Susan Dossi said they were equally concerned with low awareness on duties of Parliament among Malawians.

“We are the ones who pass those laws. But if people out there don’t know our role, then there is a problem, there is a gap,” Dossi said.
